Hard Spanking position

Knee chest is suitable for a whole bunch of punishments. Like anus spanking for example, and for added humiliation you make her hold her cheeks spread and her ass oiled. Crack a crop, a cane.
In this position though the skin is stretched much more and everything is too tight especially on a skinny slave. OTK is more personable and if you sit lower to the ground not that challenging either, especially if she gets on her elbows for support instead of hands.

i agree its much more dramatic (not too mention effective) in the knee to chest position

I would agree, yes.
Not only does it provide a better target, but in that position you are easily able to get an accurate swing with crop or cane.
OTK you can feel them quiver, so that's an advantage that way, but I think you get a better view the other way.
Not only that, but your knees don't get all wet.
