Saline injection can be done intentionally epidural in the nipple or aerola in a fashion that will minimize pain associated with it....alternatively it can be done in such a way that the pain will radiate from the site.
The key factors that need to be considered is the temperature of the saline and of course the location of the injection. Injection at neural clusters (ganglia) will result in a pressure point type of effect. These are easily recognized on aerola to target (or to avoid).
There are those that might use a lower or no saline water injection...however this is quite dangerous to the body and I do not recommend it as a practice.

Yes, saline injection can be done safely. Would suggest making a small deposit of your cc in each of several areas.
As to frequency it can be done, but would wait about a week between injections and then take periodic longer breaks.
